The high level of knowledge and specialization that companies currently need for the development of their productive activity as well as for their transition to advanced industry or diversification into new lines of business, supposes a demand for qualified personnel that exceeds the offer currently existing in the territory.

The companies of Gipuzkoa begin to feel the lack of professionals, a problem that will continue to worsen in the future due to demographic trends.

Therefore, our objective is to promote the necessary conditions to create talent in the territory but also to attract, link and retain qualified people in the companies of Gipuzkoa as a fundamental lever for the impulse and transformation of the Guipuzcoan economy.

The demographic evolution of Gipuzkoa will mean that by 2030 there will be a series of effects with a strong impact on labor supply:

  • A reduction of the active population in more than 50,000 people, with a demand for employment by the productive sectors that will mean unmet needs of at least 9,000 people on this date.
  • Lack of adjustment of the offered qualification to the needs of the required position and deficit of people with technical and superior studies.
  • A surplus of jobs with a level of secondary education or less, while the demand for third-grade studies (higher education and university studies) will be increasing, greatly exceeding the available supply (need for at least 14,000 jobs in the third degree -of certain qualifications- that would not exist in the labor market)
  • The highest insertion rates are found in scientific (technological) qualifications (average and higher), and it is these degrees that register the highest employment rate (that which is directly related to the level and sector of studies).
  • A general aging of the population distributed among the set of occupations. In fact, already in 2011 more than 27% of people employed were over 50 years old (96,000 people) and therefore will exceed 67 years in 2029.

These trends are not exclusive to Gipuzkoa, Euskadi or Spain, but are also the object of deep concern in the whole of 'old' Europe, as indicated by the Cedefop documents.
